He thinks that citizens would come home from work each day and feel the overwhelming need to just go out and commit a murder. A very questionable belief but it is his nonetheless. The lottery is a very barbaric method in itself, it seems like he is just trying to justify the actions of the group as a whole being he has been part of the tradition for a magnitude of years.

I wish that Jackson would have reiterated on this some more, but at the end of the lottery she leaves us with a lot of unanswered questions.
